When road fees were first approved by the courts, we had no money for an employee to take and record payments. The Road fees were (and still are) earmarked intentionally for use on the roads. Neighbors who saw the need for an office manager funded the position with a small extra donation to the community. While the office and services offered have evolved over the years, this is still how we run things today.
Income generated beyond office payroll and other essential liabilities like insurance and health care are directed back to the community via board approved projects.
